The data centers raise new legal questions about environmental impacts, land use, and the balance between technological growth and local concerns.
"The reality is there's no template for this. So if you're a lawyer trying to figure this out, it's not like there's a well-worn path here. I think everyone's really trying to figure out, as they go, 'What claims do we bring?'" Juneau said.
