"The state has an obligation to protect people who it incarcerates or detains to make sure they are not put in the worst position or sentenced to a life sentence or death sentence merely because they are sitting inside a county jail,' said Aidan O'Connor, the president-elect of the Association of Criminal Defense Lawyers of New Jersey.
