Since the completion of this Comment, much has happened in the Soviet Union which tends to detract from the potency of its thesis. In August, 1991, a failed coup attempt by conservative hard-liners brought about the official resignation of the Communist Party. This resulted in the disintegration of the federal system, allowing the Baltic states to realize their dream of complete independence from the Soviet Union and other republics to assert their autonomous standing.
